Bg3 fighter dual wield
Probably rogue/fighter dualclass so you can benefit from both fighters action and rogues crit fishing, or fighter/bard if you want more buff abilities whilst still being able to benefit from fighters actions. DEX weapons are superior for this. A more fun way is a dual wield barbarian, misses out on the crits but it's a lot of fun. 1.So thief 3 is mandatory to benefit from offhand attacks and give you an opportunity to either make a 2nd attack with offhand or use the 2nd bonus action for anything else. So unless there are some specific skills provided by classes that use the offhand you can just do any melee build that includes thief 3. But i don't know of any skill like this.

There's no reason to dual-wield as a Berserker unless you have a pair of really nice magic one-handed weapons. Berserker is anti-synergy with dual wielding, since you can already attack as a bonus action. Barbs favour 2handed weapons much more in general here. However, monk suffers when dual wielding due to already needing to use their bonus action on flurry of blows. If your only intention is to use the second staff as a stat-stick, by all means, but if you're trying to play as a true dual-wielding warrior, don't play a monk. Wis Ranger with shillelagh or Str fighter are definitely better choices
