If you havent already completed a neutral run or didnt befriend alphys then you dont get true pacifist, but fighting omega flowey is necessary to get the neutral route, so i guess omega flowey is both because you need a neutral ending to get true pacifist. Photoshop Flowey is fought in any Neutral run, including Neutral Pacifist*, as long ...omega flowey is EXTREMELY intimidating and might take you a while, but you WILL get past him eventually. as the fight progresses, it saves in checkpoints so even if you die, the fight picks back up almost from where you left off. then once you beat him, you can continue the game to find true lab and asriel.
